Head of Emerging Infections and Zoonosis

Job description

(Suitable for Consultant Medical and Dental and/or non-medical NHS Agenda for Change Band 8d) Directorate: National Infection Service Pay Scale minimum of Band 8d or maximum of Consultant Medical and Dental Pay Scales (£78,192 - £114,003) (10 Programmed Activities or 37.5 hours per week) Job overview This post is positioned within the Emerging Infections and Zoonosis Section of the Tuberculosis; Acute Respiratory, Gastrointestinal, Emerging/Zoonotic Infections; and Travel Health (TARGET) Division which is part of the PHE National Infection Service, alongside five other national topic specific areas and a number of cross-cutting functions, including NIS Laboratories and NIS Laboratory Operations. This department will transition into the UK Health Security Agency on 1 October 2021. The work of the Unit covers a range of activities including providing scientific support to the Human Animal Infections Risk Surveillance group (HAIRS); horizon scanning for global emerging infectious disease threats; risk assessing any potential threats identified; co-ordinating activities related to zoonosis across PHE; undertaking national surveillance of zoonosis; and working closely with animal health colleagues on the assessment, management, and control of zoonosis. Main duties of the job The principal functions of this post are as Head of the EIZ section to lead the emerging infections activities and provide support to the national zoonosis functions in the EIZ section. This includes ensuring the maintenance and development of epidemic intelligence through horizon scanning and risk assessment activities, provision of clinical and public health advice on the management for emerging health threats, participating in and leading the scientific secretariat for the Human Animal Infections and Risk Surveillance (HAIRS) group, ensuring information and advice on the surveillance, prevention and control of emerging infections and zoonosis is readily available and further developed, teaching and training, and the development of research. This is a specialist Consultant Epidemiologist position in the EIZ Section, the purpose of which is to consolidate and further develop the emerging infections portfolio, and provide senior level input into a wide range of activities carried out by EIZ Section relating to emerging infections and zoonosis. You will line manage medical and scientific staff within the EIZ Section, undertake yearly appraisals, and provide career development support as necessary. Working for the organisation: On 18 August 2020, the Secretary of State for Health and Social Care announced plans to establish a new agency (then referred to as the National Institute for Health Protection) to lead on health protection in England and to consult on the best future options for strengthening health improvement and other public health functions in the wider system. On 24 March 2021, the Secretary of State announced the new agency would be called the UK Health Security Agency (UKHSA), and on 29 March 2021 he announced the creation of the Office for Health Promotion (within the Department of Health & Social Care). Public Health England and many of its employees will be in scope for transition to new organisations in Autumn 2021. Any new or current employees working for Public Health England during this time, will receive appropriate communications and consultation prior to any formal transfer taking place. Employees who are required to transfer to successor bodies would usually remain on their existing contractual terms and conditions (with any proposed changes being subject to consultation) and this applies both to current employees and those recruited during the transition.
