Tameside Council

Public Health Consultant

Job description

Greater Manchester as a fully devolved health and care system is at the forefront of delivering whole system placed based approaches to the transformation of health and social care within wider public services reform to truly deliver improvements in population health.

We are looking for an enthusiastic, dynamic, and experienced Consultant in Public Health to provide specialist support, advice and influence across a mature and integrated health and social care system. In addition to playing a central role in our COVID-19 response effort, you will also work in partnership with our CCG, acute care providers and other partners to deliver Tameside’s ambitious Corporate Plan.

Integration has achieved much success over the last 5 years, but it is only the start of the journey, there are still significant improvements to be made to support our population’s outcomes and address our financial challenge, and not all of this can be addressed through the existing health and social care model.   This post will play a pivotal leadership role in this journey.

The main focus for you in the next 12 months will be to:
• Provide ongoing leadership for health protection and, as part of the senior team, work on COVID-19.
• Provide senior leadership to the population health system, leading on healthcare public health with a focus on embedding a systematic and at scale prevention approach within the health and care system and supporting the ongoing development of models of care situated in our neighbourhoods and addressing the social determinants of health
• Provide strategic leadership to the Population Health directorate priority life course programmes within the Corporate Plan, with specific leadership on public mental health.

About you

You are an appropriately qualified public health professional with excellent problem solving, communication, political and technical skills who has the energy and drive to make a major contribution to improving health and reducing inequalities in Tameside. A particular interest in health protection and health and care system innovation would be desirable.

The role requires a cross-council as well as multiagency partnership approach, and you will be expected to have strong relationship and partnership skills. You will support our work with communities through our emerging neighbourhood working models, and working with the voluntary and community sector. A high level of intellectual rigour, political awareness, negotiation and motivation skills and flexibility are required as well as the ability to communicate effectively within diverse settings. A high level of tact, diplomacy and leadership is required and an ability to understand other cultures, advise, challenge and advocate to enable effective working across organisational boundaries and influencing without direct authority.

You will play a key role in developing the public health function more widely, as well as day to day operational activities of the population health directorate.

You can access the internet for free at all of Tameside’s libraries.

For an informal discussion, please telephone Debbie Watson, Interim Director of Population Health, on 07970456338 or email debbie.watson@tameside.gov.uk
