Chief Public Health Nurse

Job summary

The Chief Public Health Nurse (CPHN) is the most senior nurse for public health in England, based in the Office for Health Improvement and Disparities (OHID), with leadership responsibilities across the public health system in health improvement, protection, and disparities. OHID is part of the Department of Health and Social Care.

The successful candidate will bring inspiring, confident, and empowering clinical and professional leadership to nursing, midwifery and health visiting staff across the public health system. They will have experience of operational and strategic leadership and delivery of high-quality services and the ability to motivate and inspire the wider public health workforce. They will have experience of effective partnership working at all levels to achieve successful outcomes.

The successful candidate will work closely with the Chief Medical Officer (CMO) and Deputy Chief Medical Officers (DCMOs), as well as the Chief Nursing Officer (CNO) and Deputy Chief Nursing Officers (DCNOs) as part of the collective clinical leadership across DHSC and NHS England (NHSE). They will be a member of OHID’s senior leadership team and provide clinical input to public health policy, with a focus on systems and place. They will work closely with OHID’s DCMO, Regional Directors of Public Health and the Director of Public Health Policy, Systems and Innovation as part of OHID’s role in public health system leadership.

Main duties of the job

The CPHN has specific responsibility for leadership of nursing and midwifery policy in public health and health visiting. They are part of the wider CNO professional leadership team in England, with a line of professional accountability to the CNO.

The CPHN has direct professional leadership responsibility for public health nurses and midwives (those on Part 3 of NMC register including health visitors, school nurses and occupational health nurses). The CPHN through the Chief Allied Health Professions Officer also advises on public health in Allied Health Professions and ‘Blue Light’ services.

The CPHN provides professional and clinical advice to Ministers in DHSC and across Government, and to the CNO team, including the Chief Midwifery Officer (CMidO) within NHS England.

The CPHN will influence and support public health practice and work with the CNO, DCNOs and CMidO to deliver a strategy for all nurses, midwifes and health visitors, central to which will be improvement of public health outcomes and health inequalities.

The CPHN currently has the executive lead for the World Health Organisation Collaborating Centre for Public Health Nursing and Midwifery. They provide expertise to those teams across DHSC working on global health policy.
