NHS EXECUTIVE - NATIONAL CLINICAL FRAMEWORK DIRECTOR

Job description

An exciting opportunity has arisen to join the newly established NHS Wales Executive in this new critical senior clinical professional leadership role leading the National Clinical Framework Programme in NHS Wales.
The Welsh Government's long-term strategy, A Healthier Wales, set out a need for Wales to drive changes in health and social care delivery to meet the needs of current and future generations in Wales. The vision also committed to developing a national clinical plan for specialist health services and the National Clinical Framework (NCF) was published in March 2021, setting out a strategic approach to delivering safe and high quality health services which meet the needs of people across Wales.

Professionally accountable to and working closely with the Deputy Chief Medical Officer for Wales, you will provide expert advice and support concerning system improvement and drive improvements in clinical quality outcomes. You will provide clinical oversight to support quality management systems consistent with the NCF, providing leadership and development for the National Clinical Leads Group and build capability among clinical leaders to help drive improvements in the services provided.
You will be a member of the Executive's Senior Leadership Team, working with colleagues from across the NHS Executive and Welsh Government.

Main duties of the job
  • Provide clinical advice on system improvement to the senior leadership team of the NHS Executive
  • Work with colleagues both clinical and managerial to build a coherent NHS executive function
  • Provide clinical leadership for a visible data to knowledge quality outcomes framework to drive planning and improvement
  • Provide leadership and work with colleagues to drive improvement in national clinical audit results across Wales
  • Lead across all Strategic Clinical Networks and National Strategic Programmes to ensure laser focus on clinical quality, providing clinical oversight to ensure they support quality management systems consistent with the NCF.
  • Provide leadership and group education and development for the National Clinical Leads Group.
  • Influence the planning of sustainable services in the future in line with the expectations set out in the NCF
  • Build capability among clinical leaders to help drive change in the way services are provided
  • Challenge unwarranted clinical and organisational variation at national, regional, health board and clinical team level
  • Contribute strategically to improving the quality and value of healthcare services
  • Lead, support and promote the dissemination and implementation of best practice and standards across Wales
  • Be a source of advice to health service bodies on how clinical leadership should be developed
