Barnsley Metropolitan Borough Council

Public Health Learning & Development Manager

Job description

You’ll be part of big changes in Barnsley and across the Yorkshire and Humber region. We’re not just changing ways of working and improving services. We’re committed to promoting wellbeing and tackling health inequalities in our communities. As a Public Health Learning and Development Manager, you’ll be instrumental to a programme of public health education, to make public health everyone’s business.
Creativity, ambition and a focus on people. That’s what matters at Barnsley Council and our partner, Health Education England. We’re now more innovative, more efficient and provide better value for money. The changes are clear to see - from new businesses and jobs, to improving school results and to museums being recognised for their community engagement.
Shape a better future with us
Join us on our journey to a brighter future. By working together, with each other and with our communities, we can take pride in improving lives. Let’s make the future better for everyone.
Your role in our journey
As a Public Health Learning and Development Manager with Barnsley Council, your work will make an essential contribution toward our future success as we work to make a real difference to our communities.
You’ll bring together partners in Barnsley Council, Health Education England, and the University of Leeds, to deliver public health training across a portfolio of initiatives that are aimed at upskilling workforces and empowering them to address health inequalities. This includes, but is not limited to, the delivery of a Foundation Programme in Public Health across the four ICS in the North East, and Yorkshire and the Humber.
What you’ll need
To join us, you’ll need a relevant degree and experience working in public health. Your track record should include the design of evidence-based projects and you’ll also have delivered successful organisational change initiatives that have a tangible impact on health outcomes. However, to succeed in this role you’ll also need a flair for public engagement and an authentic ability to inspire your colleagues and motivate them to action.
This role is one focused primarily on classroom delivery. As such, you’ll need to draw on your expertise to design and deliver sessions that help participants from diverse backgrounds develop the public health expertise they need to better address health inequalities in their roles. Although formal training or accreditation in facilitation is desirable, previous facilitation experience is a must, and as delivery will mostly be online, confidence presenting over MS Teams or Zoom is essential. And while you’ll be building on pre-existing programmes, we want to recruit a candidate who can enhance their work by drawing on their own insight and experience.
However, before you even get to the classroom, you’ll also need to plan delivery. You’ll need to be self-motivated and able to work on your own initiative with minimum supervision to plan effectively over the short and medium term. Effective prioritisation and time management are key success factors here, but there’ll also be times when flexibility and agility are required to respond to changing priorities.
Managing relationships will also be an essential part of your work. This will require you to leverage both your professional credibility in public health and excellent communication skills to build consensus across multiple stakeholders across the public sector.
In addition, as well as your public health expertise, a familiarity with the NHS, its systems, structures, and relevant policy changes, would also be helpful.
Barnsley
Barnsley is a place of possibilities. Our Barnsley 2030 Strategy details how we will work together to make Barnsley the best place it can be. This is an exciting time to join us.
Our residents are at the heart of everything we do, and that includes Public Health. We have an ambitious Health and Wellbeing Strategy and work together with partners at a community, place, and system level to deliver upon this.
Here at Barnsley, we live and work by four important values: honesty, teamwork, excellent service, and taking pride in what we do. As part of our team, you can be sure we’ll do all we can to support you in being truly excellent. You see, we prioritise learning and enabling you to achieve your potential. So, we’ve created a development process that lets you grow in the way that suits you - whether that’s training to be a leader or learning flexibly online.
