Senior Public Health Officer

Job description

Lincolnshire County Council’s Public Health division has several Senior Public Health Officer positions available, on both a permanent and fixed term basis.
The fixed term position is expected to be for 18 months, but this could be lengthened.
About The Role
The purpose of the role is to provide a level of specialist knowledge in the commissioning or clinical disciplines to support the Senior Responsible Officers (SROs) and Public Health Programme Managers (PHPMs) to deliver successful portfolios of work to assist them to discharge LCC's responsibilities to support the CCG(s) and fulfil its Procurement and Contracting responsibilities in accordance with existing Memoranda of Understanding. This is at tactical and operational levels.
You will work proactively within a programme management framework, carrying out tactical needs analysis and commissioning work within assigned service sectors across the programme domains.
You will be tasked with analysis of service performance information and external data (such as demographics, local/national priorities, and information gathered from service user consultation) to assess current service user needs. Mapping identified need against existing provision of services, determining the range of services required.
Working as part of Programme and Project Management Teams across programme domains and with one or more SROs and PHPMs you will need to be skilled in developing and maintaining positive, constructive and professional relationships with Senior Responsible Officers, Heads of Service, Public Health Programme Managers and other Public Health colleagues.
The post will have responsibility for a number and range of programmes to deliver the Divisional statutory functions and priorities across the domains of Public Health.
The post will be line managed by a Public Health Programme Manager.
About You
Coupled with strong understanding of and experience within Public Health the desired candidate will have the following qualities;

  • Excellent communication skills at a senior level with the confidence challenge and chase where appropriate.
  • Confident and experienced in working independently on Programme Management.
  • Creative and resourceful with the ability to see an idea through from concept to implementation.
  • Excellent networking skills, not afraid to approach work with others in terms of the joint projects.
  • Strong research skills.
